Methodological guide with indicators for measuring the civilian impacts of attacks on energy infrastructure, including health, mental health, education, livelihoods, and coping strategies. The guide provides an overview of possible data sources and methodologies for measuring the immediate and reverberating effects of attacks, as well as definitions and background on the interdependence of energy infrastructure with other sectors. The aim is to provide an evidence-base for prevention and response, legal accountability, and advocacy efforts to limit attacks on energy infrastructure during armed conflict.
